中新网评:处理核污水绝不是日本自家私事******
中新网北京1月19日电(蒋鲤)日本政府近日称,将于2023年春夏期间开始向海洋排放经过处理的福岛第一核电站核污水。日本罔顾国内民众及周边国家的屡屡反对,企图将核污水“一倒了之”,把一件关乎全球海洋生态环境和公众健康的事当成了自家私事。
资料图:日本福岛第一核电站。2011年,福岛核电站事故发生后,大量放射性物质泄漏到大气层和太平洋,对周围环境造成了难以逆转的伤害,数十万人被迫撤离该地区。时至今日,作为日本邻国之一的韩国仍未解除福岛海鲜禁令。
日本以核污水存储能力即将达到上限为由,在2021年4月13日,正式决定将福岛第一核电站核污水排入太平洋。过去一年多,日本政府和东京电力公司一直在持续推进核污水排海计划。
日本政府辩称,这些核污水经多核素处理系统(ALPS)处理后很安全,甚至“可以喝”,这样的表态无疑在愚弄大众。
事实上,经过处理的核污水仍含有多种放射性物质,核污水一旦排放入海就无法回收,长期来看,将会给海洋生态带来难以估量的潜在威胁,最终危害人类健康。
因此,核污水排海计划推出后,遭到日本民众强烈反对。日本《朝日新闻》2022年3月公布的问卷调查显示,福岛县、宫城县和岩手县受访的42个市町村长中,约六成反对东京电力公司福岛第一核电站核污水排放入海。日本全国渔业协会联合会也多次申明立场,反对该计划。
日本政府认为,核污水排海是最便宜、最省事的解决方案,但此举却将周边国家乃至全世界置于核污染风险中。太平洋非日本一家之海,核污水会随着洋流流动,其影响势必会跨越国界,危害周边国家乃至整个国际社会的公共福祉和利益。
《韩国经济新闻》发文称,相关研究认为,福岛核污水如果排放入海,约7个月后将到达济州等韩国海域,该国水产业和旅游业将遭受相当大的损失。
德国南极海洋机构也曾发出警告,若日本将所有核污水排入海中,不到半年,整个太平洋都将面临高度辐射威胁,包括远在大洋另一端的美国。太平洋地区人民更是对日本该计划持反对意见。
日本作为《联合国海洋法公约》缔约国,有义务保护海洋环境。然而,在核污水排海方案的正当性、核污水数据的可靠性、净化装置的有效性、环境影响的不确定性等问题上,日本未能作出科学、可信的说明。
国际原子能机构技术工作组虽已三次赴日实地考察评估,但尚未就日排海方案的安全性给出结论,并且对日本提出诸多澄清要求和整改意见。在此情况下,日本仍执意推进核污水排海工程建设,这是极不负责任的行为。
太平洋不是日本的下水道,日本必须正视各方合理关切,在与周边国家等相关利益方和国际原子能机构充分协商后,制定合理的核污水处理方案。日本也要着眼长远,若只顾眼前,执意将核污水排放入海,不仅其自身,周边国家乃至全世界都将为之买单,其后果必将会危害数代人。
Fukushima water disposal by no means Japan’s own business

(ECNS) -- Japan has announced it will release treated wastewater from the wrecked Fukushima Daiichi Nuclear Power Plant into the Pacific Ocean this year.
Although Fukushima wastewater disposal affects global marine ecological environment protection and public health, Japan has turned a deaf ear to domestic and international opposition to dumping the contaminated water into the sea, treating the "global" matter as its own business.
The Fukushima accident in 2011 had sent large quantities of radiation into the atmosphere and the Pacific Ocean, causing irreversible damage to the surrounding environment, and hundreds of thousands of people were forced to evacuate the area. South Korea still maintains its import ban on Japanese seafood from areas affected by the Fukushima nuclear disaster.
On April 13, 2021, Japan announced it had decided to discharge contaminated radioactive wastewater in Fukushima Prefecture into the sea due to dwindling storage space, with the Japanese government and plant operator Tokyo Electric Power Company Holdings Inc. promoting the release plan over the past year.
The Japanese government argues that the water treated by an advanced liquid processing system, or ALPS, is safe and drinkable, which is undoubtedly fooling the public.
In fact, the treated wastewater still includes a variety of radioactive substances and can’t be recycled once discharged into the sea, which will pose a great threat to marine ecology and ultimately endanger human health in the long run.
Therefore, the discharge plan has been strongly opposed in Japan. According to a questionnaire conducted by The Asahi Shimbun, nearly 60 percent of mayors of 42 municipalities in Iwate, Miyagi and Fukushima prefectures oppose the discharge plan. The National Fisheries Cooperative Federation of Japan has also repeatedly stated its opposition in public.
The Japanese government believes that dumping Fukushima wastewater into the sea is the cheapest and most convenient solution, but neighboring countries and even the whole world will be at risk of nuclear pollution.
The Pacific Ocean doesn’t belong to Japan and the wastewater flow along oceanic currents will surely break boundaries and endanger public welfare and the interests of neighboring countries and even the international community.
The Korea Economic Daily reported that related research concluded that if contaminated water from Fukushima is released into the ocean, it would only take seven months for the contaminated water to reach the shores of Jeju Island, with the country's aquaculture and tourism suffering considerable losses.
According to the calculation of a German marine scientific research institute, radioactive materials will spread to most of the Pacific Ocean within half a year from the date of discharge, and the U.S. and Canada will be affected by nuclear pollution. People in the Pacific region also oppose the discharge plan.
As a participant of the United Nations Convention on the Law of the Sea, Japan has the obligation of protecting the marine environment.
However, it hasn’t offered a full and convincing explanation on issues like the legitimacy of the discharge plan, the reliability of data on the nuclear-contaminated water, the efficacy of the treatment system or the uncertainty of environmental impact.
Though the IAEA has yet to complete a comprehensive review after three investigations in Japan, the Japanese side has been pushing through the approval process for its discharge plan and even started building facilities for the discharge. It is rather irresponsible for Japan to act against public opinion at home and concerns abroad.
The Pacific Ocean is not a private Japanese sewer. The country must seriously heed the voices of the international community and make a reasonable plan for the Fukushima wastewater disposal after full consultation with stakeholders and international agencies.
If it only seeks instant interest and insists on discharging the contaminated water into the sea, not only itself, but also its neighboring countries and the entire world will pay for the decision and several generations will be forced to bear the consequence.
“第三支箭”落地月余涉房并购大单持续涌现 2023年将成房地产行业并购重组大年?****** 记者 王丽新 见习记者 陈 潇 自2022年11月28日“第三支箭”落地以来,出险房企积极利用定增红利筹资自救,稳健型房企着力并购优质资产,重拾此前搁置的重组计划。 据《证券日报》记者不完全统计,去年11月28日以来,多家上市房企陆续抛出并购计划,总金额超过576亿元。以有可比数据的2022年12月份为例,据克而瑞监测,重点房企共涉及48笔并购交易,披露交易金额的有32笔,总交易对价约528亿元,环比大幅增长72.4%。 业内预计,2023年房地产行业并购重组将进一步加速。多位接受《证券日报》记者采访的专家表示,此前受制于资金、负债率等条件限制,行业收并购进程缓慢。自2022年11月份以来,支持房企融资的政策频繁出台且快速落地,部分稳健型房企不再持观望态度,加快启动并购重组方案。同时,部分出险房企抓住机会加快资产处置、提升资金回笼速度。预计2023年行业有望迎来并购重组大年。 行业融资环境得到改善 岁末年初,部分陷入困境的房企正积极出售旗下资产,力争改善流动性。与此同时,稳健型房企及部分外资企业正择机加码投资,行业内并购大单持续涌现。 例如,1月6日,据全国产权行业信息化综合服务平台披露,上海长鹂企业发展挂牌长际地产7.5%股权及相应债权,底价4.17亿元;1月5日,铁狮门宣布向凯德投资的人民币基金出售位于上海的尚浦中心项目,交易估值为76亿元;1月3日晚间,华发股份发布公告,公司全资子公司珠海华发拟收购深圳融创文旅持有的融华置地51%股权以及深圳融创文旅对融华置地的债权及利息,总金额约为35.8亿元。 除了陷入流动性困难的融创中国出售资产打开局面外,出险房企华夏幸福也有动作。2022年12月28日晚间,华夏幸福公告称,旗下全资子公司向华润置地出售4家公司全部或部分股权以及债权,对应价格为124亿元。 克而瑞方面分析称,从交易标的物业类型来看,2022年12月份住宅收并购提升明显,19笔涉及开发项目股权,披露转让的住宅项目的并购规模约275亿元,主要受华夏幸福124亿元处置南方总部资产、某房企59亿元剥离地产业务等重大交易影响。 “在此次并购潮中,对出险房企而言,收并购案大部分不是在母公司层面展开,而是在项目层面,资金状况良好的央企国企所收购的资产,大多涉及出险房企旗下有套现能力的资产,这是行业整合主流模式的一种。”汇生国际投资总裁黄立冲对《证券日报》记者表示,此外,在银行以及资本市场的支持下,地方国有企业在盘活资产方面发力,推动项目顺利开发。 “目前收并购资产类型主要包括开发项目、物管企业股权、商业地产等。投资方根据自身发展方向、资产价格、债权清晰程度等因素综合考虑相关资产,不同企业偏好不同。”中指研究院企业研究总监刘水对《证券日报》记者表示,总的来看,具有区位优势、债务结构清晰的资产更有利于交割。 “目前主要有两类资产比较受欢迎,一类是优质的开发项目资产,另一类是运营类资产。”同策研究院资深分析师肖云祥对《证券日报》记者表示,从过去一年的整体表现来看,运营类资产收并购案例更多一些,其多属于轻资产,并且能持续产生现金流收入,在现金为王的行业背景下颇受青睐。 在肖云祥看来,房企间收并购预案频出,甚至A股部分上市房企重启重组方案的背后,是房地产行业融资环境得到改善,增强了市场主体信心和动力。 行业集中度或进一步提升 自2022年11月份“金融十六条”推出后,相关部门多次提及满足房企合理融资需求,有效防范化解优质头部房企风险。 “当前的政策及市场环境对涉房企业开展收并购而言,是不错的时机。”肖云祥表示,上市房企股权融资开闸后,稳健型房企通过并购重组可获得优质、低成本的资产;对被收购方而言,也是重新盘活项目的机会。 “随着并购重组的推进,行业集中度会进一步提升。优质企业可借机补充符合自己战略规划的优质资产,加强深耕力度;出险企业可通过并购重组获得新发展机会,或者考虑轻资产转型。”刘水表示。 那么,2023年会成为房地产行业并购重组大年吗? 肖云祥对记者表示,预计2023年后期市场竞争或逐渐加剧,特别是一些实力雄厚的房企,在融资方面将体现出更大的优势,行业洗牌的几率将大大增加,这有助于加快行业风险出清的速度。 “在2022年末政策和资金加持下,2023年收并购必然会加速,通过收并购完成风险处置势在必行。”刘水表示,当前行业面临的风险资产类型多样,收并购只能从资产处置端进行化解,且需要收购方、出让方共同发力,但对于全行业来说,仍需从稳预期、稳信心做起,在市场平稳的基础上逐步化解行业风险。 (文图:赵筱尘 巫邓炎) [责编:天天中] 阅读剩余全文() |
